Until regulations are issued, the following rules apply to mileage awards.

Exclude charges for transportation, delivery, insurance, and installation (other than installation charges for parts and accessories, discussed earlier) and other expenses incurred in connection with the delivery of an article to a purchaser. These expenses are those incurred in delivery from the retail dealer to the customer. In the case of delivery directly from the manufacturer to the dealer’s customer, include the transportation and delivery charges to the extent the charges don’t exceed what it would have cost to ship the article to the dealer. But if the lessor in this situation regularly sells articles at retail in arm’s-length transactions, figure the tax on the lowest established retail price in effect at the time of the taxable use.

However, for the gas guzzler tax, only the first lease (excluding any renewal or extension) of the automobile by the manufacturer is considered a sale. Also, the taxes apply if the aircraft is jet-powered, regardless of its maximum certificated takeoff weight or whether or not it’s operated on an established line. But the tax applies to flights between ports or stations in Alaska and the Aleutian Islands, as well as between ports or stations in Hawaii.

These taxes are usually imposed at the federal level but can also be applied by state and local governments. An excise tax will be levied on drug companies that do not comply with the negotiation process. The excise tax starts at 65% of a product’s sales in the U.S. and increases by 10% every quarter to a maximum of 95%. As an alternative to paying the tax, manufacturers can choose to withdraw all of their drugs from coverage under Medicare and Medicaid. Another important difference between excise and sales taxes is the way they’re taxed. First, sales taxes aren’t imposed by the federal government; only state and local governments impose these taxes.
